Just like TV if you don&#8217;t like what you see&#8230; Don&#8217;t freakin look.<\/p>\n<p>Now on with my thought&#8230;<\/p>\n<p>I wasn&#8217;t going to write about guns for a while. Then I heard about the attendance at a gun show in Orange County.<\/p>\n<p>People were standing in line for 5 hours just to get inside to purchase the gun or ammunition of their choice. Last I heard, something like 140 thousand people attended that show. Apparently I&#8217;m not the only one interested in the gun control discussion or where it may lead. (<em>No, I didn&#8217;t attend the show.<\/em>)<\/p>\n<p>Ammunition is hard to come by right now and it&#8217;s expensive because it&#8217;s in short supply.&nbsp;This is pretty much like it was in 2008 after President Obama took office. This &#8220;run&#8221; on guns and ammo probably wouldn&#8217;t have happened were it not for the Sandy hook shootings and the subsequent call for more gun control.<\/p>\n<p>I&#8217;ve been reading articles about the gun control debate and remain unconvinced that the new body of law will have much impact on preventing these tragedies. I am concerned about erosion of the 2nd amendment.<\/p>\n<p>No, I&#8217;m not with the people who think the 2nd amendment is going to be abolished today, tomorrow, or next year.<\/p>\n<p>I am concerned about what happens when more laws are enacted to prevent tragedies and those laws fail, leading to more and more laws, which I personally believe will fail. Does that represent a threat to the 2nd amendment? If so, how can that threat be mitigated?<\/p>\n<p>This morning I ran across an&nbsp;<a href=\"http:\/\/www.thedailybeast.com\/newsweek\/2013\/01\/28\/gun-laws-and-the-fools-of-chelm-by-david-mamet.html\">original piece<\/a>&nbsp;that caught my interest. It&#8217;s written by David Mamet.<\/p>\n<p>I really enjoyed Mamets use of English, and his observation that what people <a href=\"http:\/\/www.thedailybeast.com\/newsweek\/2013\/01\/28\/gun-laws-and-the-fools-of-chelm-by-david-mamet.html\">refer to as assault weapons are more<\/a> <em><strong>cosmetically <\/strong><\/em>akin to assault weapons than functionally similar. (<em>Putting a Ferrari body on a1967 Datsun chassis doesn&#8217;t make the Datsun a Ferrari.)<\/em><\/p>\n<p>This distinction is thought provoking in that to make the same weapon frame legal again requires nothing more than removal or repainting of largely decorative bits.<\/p>\n<p>The rifle will no longer &#8220;Look&#8221; like an assault weapon, but the underlying frame could still be the same. I imagine that there are a ton of after market manufacturers tooling up at this moment to sell &#8220;customization kits&#8221; so that you can buy a legal rifle and then add the bits that make it look like an assault rifle. I guess it will be good for the economy. But the law itself is questionable in it&#8217;s effectiveness.<\/p>\n<p>Later as I was scanning more news headlines I ran across <a href=\"http:\/\/www.cnn.com\/2013\/01\/29\/us\/handguns-and-federal-legislation\/index.html\">this piece from CNN<\/a>. &nbsp;<\/p>\n<p>The CNN article caught my attention because it addresses some of the concerns that Assault weapon bans don&#8217;t. Criminal behavior doesn&#8217;t by definition respect the law. More importantly, the article notes that <span style=\"text-decoration: underline\">handguns<\/span> not assault rifles are responsible for more deaths in America per year.<\/p>\n<p>I&#8217;m not against gun control per se. I am against theatrical, grandiose but largely ineffective laws.<\/p>\n<p>I&#8217;d be completely supportive of taking the existing body of gun law and tossing out everything that is nonsensical. From there, I&#8217;d support consistent logical laws that stay within constitutional guidelines are recognized nationwide, and make the public safer too.<\/p>\n<p>Years ago I actually approached a Police officer at a LEO recruiting booth during a state fair. I asked &#8220;Where could I go to get proper training with firearms?&#8221; I further explained that I was interested in purchasing a handgun but didn&#8217;t want to make a purchase without appropriate safety training. The officer looked at me as though I&#8217;d lost my mind.&nbsp;<\/p>\n<p>My logic was He was an officer, he worked with guns all the time, and I had nothing to hide.<\/p>\n<p>His response was, just go to a gun store and buy a gun, then go to a shooting range and shoot it. Maybe I was putting him on the spot, or he felt he couldn&#8217;t make a recommendation about a particular school or training facility. I&#8217;ve always thought that the one place you should be able to go for information about gun training and safety should be the police.<\/p>\n<p>I&#8217;d pay to attend gun training classes. Hell I&#8217;d pay for police instruction about how to deal with the police in the event I&#8217;d had a break in and had fired at or shot the intruder. The last thing I&#8217;d want to deal with is the police shooting me because they couldn&#8217;t tell I was a &#8220;good guy&#8221;.<\/p>\n<p>I&#8217;d welcome the ability to demonstrate my proficiency with a gun to an NRA instructor or local Police instructor and wish that upon that demonstration the instructors would make recommendations that would not only improve my safety in handling a weapon but my shooting ability too.<\/p>\n<p>I think that a lot of potential and current gun owners would stand up in support of laws that made sense. Sadly, the centrists from both sides of the discussion are being drowned in the hyperbole of the extremist reactionary fringes.<\/p>\n<p>As an example, go back and listen to Ben Shapiros interview with Piers Morgan. Mr Shapiro, tries to engage Piers Morgan in a <span style=\"text-decoration: underline\">real discussion<\/span> when he asks, citing the statistics, &nbsp;why not hand guns? Why only assault rifles? So the&nbsp;<em style=\"margin: 0px;padding: 0px;border: 0px;font: inherit;vertical-align: baseline\">operative<\/em>&nbsp;statement may be reduced to &ldquo;the State shall take, the State shall give.&rdquo;<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text2\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">All of us have had dealings with the State, and have found, to our chagrin, or, indeed, terror, that we were not dealing with well-meaning public servants or even with ideologues but with overworked, harried bureaucrats. These, as all bureaucrats, obtain and hold their jobs by complying with directions and suppressing the desire to employ initiative, compassion, or indeed, common sense. They are paid to follow orders.<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text3\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">Rule by bureaucrats and functionaries is an example of the first part of the Marxist equation: that the Government&nbsp;<em style=\"margin: 0px;padding: 0px;border: 0px;font: inherit;vertical-align: baseline\">shall determine<\/em>&nbsp;the individual&rsquo;s abilities.<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text4\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">As rules by the Government are one-size-fits-all, any governmental determination of an individual&rsquo;s abilities must be based on a bureaucratic assessment of the lowest possible denominator. The government, for example, has determined that black people (somehow) have fewer abilities than white people, and, so, must be given certain preferences. Anyone acquainted with both black and white people knows this assessment is not only absurd but monstrous. And yet it is the law.<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text5\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">President Obama, in his reelection campaign, referred frequently to the &ldquo;needs&rdquo; of himself and his opponent, alleging that each has more money than he &ldquo;needs.&rdquo;<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text6\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">But where in the Constitution is it written that the Government is in charge of determining &ldquo;needs&rdquo;? And note that the president did not say &ldquo;I have more money than I need,&rdquo; but &ldquo;You and I have more than we need.&rdquo; Who elected him to speak for another citizen?<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text7\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">It is not the constitutional prerogative of the Government to determine needs. One person may need (or want) more leisure, another more work; one more adventure, another more security, and so on. It is this diversity that makes a country, indeed a state, a city, a church, or a family, healthy. &ldquo;One-size-fits-all,&rdquo; and that size determined by the State has a name, and that name is &ldquo;slavery.&rdquo;<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text8\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">The Founding Fathers, far from being ideologues, were not even politicians. They were an assortment of businessmen, writers, teachers, planters; men, in short, who knew something of the world, which is to say, of Human Nature. Their struggle to draft a set of rules acceptable to each other was based on the assumption that we human beings, in the mass, are no damned good&mdash;that we are biddable, easily confused, and that we may easily be motivated by a Politician, which is to say, a huckster, mounting a soapbox and inflaming our passions.<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text9\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">The Constitution&rsquo;s drafters did not require a wag to teach them that power corrupts: they had experienced it in the person of King George. They realized that King George was not an individual case, but the inevitable outcome of unfettered power; that&nbsp;<em style=\"margin: 0px;padding: 0px;border: 0px;font: inherit;vertical-align: baseline\">any<\/em>&nbsp;person or group with the power to tax, to form laws, and to enforce them by arms&nbsp;<em style=\"margin: 0px;padding: 0px;border: 0px;font: inherit;vertical-align: baseline\">will<\/em>default to dictatorship, absent the constant unflagging scrutiny of the governed, and their&nbsp;<em style=\"margin: 0px;padding: 0px;border: 0px;font: inherit;vertical-align: baseline\">severe<\/em>&nbsp;untempered insistence upon compliance with law.<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text11\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">The Founders recognized that Government is quite literally a necessary evil, that there must be opposition, between its various branches, and between political parties, for these are the only ways to temper the individual&rsquo;s greed for power and the electorates&rsquo; desires for peace by submission to coercion or blandishment.<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text12\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">Healthy government, as that based upon our Constitution, is strife. It awakens anxiety, passion, fervor, and, indeed, hatred and chicanery, both in pursuit of private gain and of public good. Those who promise to relieve us of the burden through their personal or ideological excellence, those who claim to hold the Magic Beans, are simply confidence men. Their emergence is inevitable, and our individual opposition to and rejection of them, as they emerge, must be blunt and sure; if they are arrogant, willful, duplicitous, or simply wrong, they must be replaced, else they will consolidate power, and use the treasury to buy votes, and deprive us of our liberties. It was to guard us against this inevitable decay of government that the Constitution was written. Its purpose was and is not to enthrone a Government superior to an imperfect and confused electorate, but to protect us from such a government.<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text13\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">Many are opposed to private ownership of firearms, and their opposition comes under several heads. Their specific objections are answerable retail, but a wholesale response is that the Second Amendment guarantees the right of the citizens to keep and bear arms. On a lower level of abstraction, there are more than 2 million instances a year of the armed citizen deterring or stopping armed criminals; a number four times that of all crimes involving firearms.<\/p>\n<\/div>\n<p><a style=\"cursor: pointer;color: #000000\" name=\"body_text14\"><\/a><\/p>\n<div class=\"text parbase section\" style=\"margin: 0px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline\">\n<p style=\"margin: 0px 0px 20px;padding: 0px;border: 0px;font-size: 14px;font: inherit;vertical-align: baseline;overflow: hidden\">The Left loves a phantom statistic that a firearm in the hands of a citizen is X times more likely to cause accidental damage than to be used in the prevention of crime, but what is there about criminals that ensures that their gun use is accident-free? If, indeed, a firearm were more dangerous to its possessors than to potential aggressors, would it not make sense for the government to arm all criminals, and let them accidentally shoot themselves? Is this absurd? Biden led the gun violence task force created by Obama in the wake of&nbsp;<a style=\"padding: 0px;margin: 0px;border: 0px;font-style: inherit;font-family: inherit;vertical-align: baseline;text-decoration: none;color: #004276\" href=\"http:\/\/www.cnn.com\/SPECIALS\/us\/connecticut-school-shooting\/index.html\">last month&#8217;s Newtown shootings<\/a>.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph48\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">Harold Pollack, co-director of the&nbsp;<a style=\"padding: 0px;margin: 0px;border: 0px;font-style: inherit;font-family: inherit;vertical-align: baseline;text-decoration: none;color: #004276\" href=\"http:\/\/crimelab.uchicago.edu\/page\/about-us\" target=\"_blank\" rel=\"noopener\">Chicago Crime Lab<\/a>&nbsp;and one of the researchers who penned the recommendations to Biden, said he hopes this federal action will reverse the stifling of research and data since the 1990s.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph49\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">That&#8217;s when the powerful pro-gun National Rifle Association effectively ended federal funding for gun violence research, citing its opposition to taxpayer-funded studies on gun violence.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph50\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\"><a style=\"padding: 0px;margin: 0px;border: 0px;font-style: inherit;font-family: inherit;vertical-align: baseline;text-decoration: none;color: #004276\" href=\"http:\/\/www.cnn.com\/2013\/01\/09\/us\/nra-gun-research\/index.html\">How the NRA wields its influence<\/a><\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph51\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">That type of research is exactly what Pollack said can eventually prevent some of the senseless deaths as a result of guns.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph52\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">&#8220;If you look at &#8216;How did someone get that gun that led to that person getting killed?&#8217; we might be able to find ways to have interfered with it,&#8221; Pollack said. &#8220;Maybe it&#8217;s related to the gun dealer, maybe it&#8217;s a type of gun commerce that we can interrupt, or maybe there&#8217;s a social service intervention before any of that.&#8221;<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph53\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">He noted that studies of infant deaths and car accidents led to decreased rates of deaths in both cases.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph54\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">Traffic accident research led to the discovery that many deaths were the result of impacts inside the car, not the car hitting a tree, for example.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph55\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">That, Pollack said, is why we have airbags and seat belts. Those lifesaving additions to cars were a direct result of the tedious research.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph56\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">That is how guns should be addressed, he said.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph57\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">&#8220;We have to be able to use the tools that we have &#8230; to try and make sensible policy,&#8221; Pollack said. &#8220;If our data about critical matters is left in a dusty box of a basement in a courthouse, there isn&#8217;t a whole lot we can do.&#8221;<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph58\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">Obama has ordered the Centers for Disease Control and Prevention and other federal agencies to immediately begin research on gun violence, its impact and any prevention measures.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph59\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">There is only one hurdle standing in the way: Congress has to give them funding.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph60\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\"><strong style=\"padding: 0px;margin: 0px\">Tracing gun sales<\/strong><\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph61\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">It can takes weeks or even months, if law enforcement is lucky, to trace a gun back to its origin.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph62\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">Because many states don&#8217;t require guns to be registered, or private sales to be documented, no one really knows who owns many of the guns in circulation in the United States.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph63\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">That means authorities are often unable to find out how criminals got their guns.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph64\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">While most people assume, perhaps because of TV shows or movies, that authorities can plug in a serial number and gather all the data about a gun, Mike Bouchard said that actually couldn&#8217;t be further from the truth.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph65\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">Bouchard, who works with firearm dealers to make sure they are compliant with the law, likens the situation to underage drinking: If someone can&#8217;t get a beer, they may find someone who can buy it for them. The same is true of guns, he said.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph66\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">&#8220;The rules are easily defeated,&#8221; he said. &#8220;If (criminals) want a gun they are going to get a gun.&#8221;<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph67\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">That&#8217;s a hole that President Obama hopes to address with&nbsp;<a style=\"padding: 0px;margin: 0px;border: 0px;font-style: inherit;font-family: inherit;vertical-align: baseline;text-decoration: none;color: #004276\" href=\"http:\/\/www.cnn.com\/2013\/01\/16\/us\/universal-background-checks\/index.html\">universal background checks<\/a>, stronger control of gun sales and laws that would make it a crime to sell your own gun to someone without a background check.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph68\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">Universal background checks would mark an important turning point in stemming gun violence, according to gun control advocate Lindsay Nichols.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph69\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">&#8220;This may be the single most important gun violence prevention measure that the government could adopt,&#8221; said Nichols, an attorney with the Law Center to Prevent Gun Violence. She said it would close a loophole that gave &#8220;dangerous criminals and dangerously mentally ill individuals &#8230; a most unfettered access to firearms.&#8221;<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph70\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">But&nbsp;<a style=\"padding: 0px;margin: 0px;border: 0px;font-style: inherit;font-family: inherit;vertical-align: baseline;text-decoration: none;color: #004276\" href=\"http:\/\/www.cnn.com\/video\/#\/video\/bestoftv\/2013\/01\/13\/exp-sotu-nra-pres-david-keene-response-to-wh-task-force-biden.cnn\">NRA president David Keene suggested to CNN&#8217;s Candy Crowley<\/a>&nbsp;that he has little faith in universal background checks, saying they don&#8217;t work.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph71\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">That&#8217;s because, Bouchard said, it assumes criminals will follow the law.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph72\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">&#8220;These criminals don&#8217;t care what the law says,&#8221; he said.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph73\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">While he said he believes expanding background checks is a step in the right direction, Bouchard said the real solution would be creating a database that tracks weapons purchases.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph74\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">&#8220;If people knew every transaction of a gun was going to be recorded somewhere, I think they&#8217;d be more responsible with who they transferred their weapon to,&#8221; he said.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph75\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">Based on his experience, Bouchard said it would be pretty easy to establish a database to track weapon purchases and sales on a national level.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph76\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">But he admits he doesn&#8217;t know anyone who supports a nationwide gun registration.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph77\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">Experts know that reducing the number of Americans killed by guns isn&#8217;t a problem that will be solved overnight, let alone in a few years. It may take a long-term game of trial and error.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph78\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">But with 12,000 to 15,000 people being killed by guns each year, Bouchard said the country has to start somewhere. Anywhere.<\/p>\n<p class=\"cnn_storypgraphtxt cnn_storypgraph79\" style=\"padding: 0px 24px 19px 186px;margin: 0px;border: 0px;font-size: 14px;font-family: arial;vertical-align: baseline;line-height: 19px\">&#8220;Our whole society controls how much you can drink, how many pills you can buy, we have controls we accept on everything else in this society &#8212; except guns,&#8221; Bouchard said. &#8220;Those things are all acceptable to us.
